Dictatorship, Democracy, Effectiveness: Comments on Brussig

A distinctive feature of public debate in Germany involves prominent literary authors, especially novelists, expounding on current political matters in major newspapers. Thomas Brussig’s essay “Risk More Dictatorship,” translated here, belongs to this genre. Known especially for his satire of East Germany, Heroes Like Us, Brussig chose a provocative title that seems to echo and respond to Chancellor Willy Brandt’s appeal more than fifty years ago to “risk more democracy.” Brandt was speaking in 1969 at a pivotal moment in the history of West Germany, indeed of the whole world, in the face of the protests during the previous year; Brussig in contrast appeals for “more dictatorship” in the face of the coronavirus pandemic, which he depicts as a potentially similar turning moment, with an accelerated “learning process,” that calls old certainties into question. These include the “end of history” claim that liberal democracy is inevitable; Brussig suggests that the “impotence” of democracies in the face of the pandemic raises the question as to whether other forms of government might be superior. The Chinese model of dictatorship casts a shadow across the essay.

State of Emergency and the Fragility of Liberty Facing COVID-19

Both sides of the transatlantic alliance, America and Europe, pride themselves on their commitment to freedom. And rightly so: these political communities emerged out of histories of extended emancipation struggles, laying claim to rights against pre-democratic authoritarian states, just as they have done battle with modern, totalitarian dictatorships. The fundamental assumption that individuals have a right to freedom against the state as part of their catalogue of human rights defines the political self-understanding of this Western community, and this assumption has spread around the globe far beyond the geographical West. It has however not spread everywhere to be sure: neither Putinist Russia nor Xi’s China embraces freedom, although in both countries there are brave regime critics who risk their lives in freedom’s pursuit. They deserve our support.

Yet although liberty is so central to the Atlantic community, we have seen it suddenly and strictly curtailed in the current state of emergency response to the spread of the coronavirus. German philosopher Otfried Höffe examines this alacrity with which liberty has been abandoned here and subjects it to perceptive criticism. Of course public health measures to limit the spread of the virus are necessary, but Höffe points to the disturbing eagerness with which policies have been imposed, which may go beyond appropriate measures. One might dwell on the particular policy failings everywhere—Höffe naturally focuses on Germany and the EU—but his analysis points to several conceptual points that apply broadly and to the United States especially.

U.S. Iran Policy within Transatlantic Relations

Matthias Küntzel is a German political scientist with a focus on the Middle East. He provides astute analyses of the German and more broadly the European role in responding to the challenges posed by the Iranian regime; two of his books are available in English from Telos Press. His current piece, published here, sheds important light on the challenge of the moment: the Biden administration’s vocal commitment to returning to the JCPOA—a long-standing position during the presidential campaign—but facing continued intransigence from Tehran, willing to accelerate its nuclear program, indeed all the more so in the wake of the Biden election. Once it became clear that Trump and Pompeo were on their way out and that the incoming administration, which had been advertising its support for the Obama-era deal, would take over, Tehran became more, not less, aggressive on the nuclear front. It is presumably calculating that increased pressure will lead Washington to buckle by lifting sanctions first, in a way that would certainly not have succeeded with the previous administration. That makes the moment all the more fragile and fraught. Küntzel leads us through this maze.

Democracy without Trust: Rhetoric, Responsibility, and Root Causes of Social Conflict: Notes on Bruno Retailleau

Bruno Retailleau represents the Vendée in the French Senate, where he has been serving as President of The Republican group since 2014. His comments prompted by the storming of the Capitol in Washington on January 6 provide a useful European perspective, an alternative to the polarized discourse that has predominated in the United States. In addition to a pointed evaluation of the events themselves, his remarks also offer insight into political positioning in France in advance of the 2022 presidential election: as we are on the eve of the post-Merkel era in Germany, a post-Macron France may be approaching as well. More importantly, however, Retailleau reminds us that what happened in Washington is indicative of tendencies that are not exclusively American. He describes root causes of some contemporary social conflict, treating the Washington riot as symptomatic of tensions as present in France as in the United States, as well as across the West. At stake is more than Trump’s rhetoric, the impeachment debate, or the response to the 2020 presidential election outcome. The issues that fueled the populism of the past four years have not disappeared. Retailleau shows why.

Secularism, Islamism, and Christianity in France: Introduction to Jean-Marie Rouart

Jean-Marie Rouart, a prolific French author and, since 1997, a member of the French Academy, published “Secularism is an Illusory Defense against the Islamist Will to Conquer,” in Le Figaro on December 8 and available in English translation here with the author’s permission. While the essay’s starting point is the challenge of Islamism in France and the efforts by the Macron government to address it, it explores a much wider matrix that includes the historical process of secularism, the status of Christianity in France (and, by extension, in the West more broadly), the role of tradition in national identity, and the imperative of the sacred in any culture. This complex array of ideas has implications far beyond France, yet it also indicates how today’s France has become ground zero for the cultural conflicts around secularization, Christianity, and Islam. To understand Rouart’s argument, one needs first to consider this specific context. What makes this topic urgent now?

Macron on French Nationality: The Panthéon Speech

The President of France, Emmanuel Macron, delivered this speech on September 4, 2020. I discussed it in a TelosScope post here, putting it in dialogue with President Trump’s Mount Rushmore speech of July 4. There has been interest on the part of some readers in a full translation of Macron’s text, so it is offered below.

The context: Macron is welcoming a group of newly naturalized citizens into the national community. Hence his double agenda: on the one hand, highlighting the diversity of France as an immigrant nation, while on the other insisting on the unity of French history, culture, language, and above all the Republic. This is a speech about the Republican values that Macron expects all French citizens to share and, what’s more, to uphold actively and vigorously. “Liberty, Equality, Fraternity” have a standing in French political culture similar to “life, liberty, and the pursuit of happiness” from the American Declaration of Independence.
